Did the Onboard HAL 9000 computer in the movie 2001 commit the Fallacy of Circular Logic?

Original Question
As we know from that sci-fi classic, the HAL 9000 onboard computer cannot explain the discrepancy between the conflicting conculution of his fault predition of the Jupiter's communication device with mission control and its twin HAL 9000 back on Earth.
Except to confirm there has never been an error in the HAL 9000 series to the inquiring human crew.
To my mind, HAL at least made a "circuitular" error in logic.

I can think of other fallacies HAL and/or the human crew has made in dealing with the AI computers, but I would like to hear your thoughts before I present mine.
Just think of me as HAL's twin back on Earth, testing your circuit board againist my own.
