If by "impermissible" it means "illegal" then it's appeal to the law .
If by "impermissible" it just means "wrong" then it's limited scope (it's not an explanation, it's just restating the claim only a bit more clear: "stealing is wrong; meaning we shouldn't do it or allow it happening; in other words, impermissible" 

non sequitur as it is. To make a good argument, we would need another premise:

1. "Stealing" is is taking another person's property.
2. Taking another person's property is impermissible.
3. That which is impermissible, is wrong.
