Is this an analogy?

Sorry to bother you, I'd just like to know if this is an analogy. A change is the power of an activist just as remaining the same is the power of a corrupt person. I want to know if it's a fallacy or also refer as to false analogy

I don't like the fallacy "false analogy" because it implies a clear binary true/false for analogies. The fallacy "weak analogy" is far better because for this purpose.

Yes, I would say this is a weak analogy, but more than than, there are just too many faulty assumptions for this to be a reasonable analogy. For example, it implies that activists are not corrupt, change is always good, and that the terms used are somehow logically related (the weak analogy part). Overall, this is just a horrible attempt at a coherent analogy.
