"Every stone in the wall Donald Trump has promised to build on the U.S.-Mexico border will cost only $20 to install. Therefore, all of the stonework in the wall only cost $20 to install."

Do you guys think this is composition or amphiboly?

It should say each stone and then it would be more clear that the cost refers to the singular stone, but even with every it still refers to every instance of a stone and not the total. Not sure if there's a fallacy.
