Dr. Torvon, cheated National Health Insurance by exaggerating expenses, and Dr. Delle cheated by submitting fees for nonexistent patients. Dr. Owusu defrauded a dozen insurance companies by requiring unneeded lab tests. Therefore, all doctors cheat.

The premises do not imply the conclusion. Taking a sample of 3 doctors to be representative of all of them - millions of people across the world, probably - is a clear hasty generalization fallacy.
