Specifically does the statement below commit a Red Herring fallacy?
A modest proposal
I propose that our Saint Paul Police Department extend its purview to the City of Minneapolis. I’ll bet things would work out better that way.
In exchange, Minneapolis could come over and pick up our trash.

2I don't see this as a fallacy; more of a sarcastic comment. There is no real argument being made here. One could argue an implied analogy, then judge the strength of the analogy as being weak. I would not make that argument, however.
Sorry, forgot to add that. It is in response to an article about the rioting in Minneapolis.

Is it a response? The red herring fallacy involves directing the argument away from what it was, usually to something easier to tackle, but just as a discrete statement it doesn't do that.
