Original Question

Russian President Vladimir Putin suggested in December that Poland shared responsibility for WW2 because it conspired with nazi Germany in 1938 to divide Czechoslovakia.

The European commission rejects Russias claims as false and an attempt to distort the history of WW2.

Response from Russian embassy in Ottawa, Ontario, Canada:

The hard facts are that Canada and the USSR, which made decisive contributions to the defeat of Nazism... were allies in the anti Hitler coalition. Soviet losses in the Second World War amounted to 27 million people.

Putting aside the comments by Putin and the European Commission, what , if any , are the logical fallacies in the response from the Russian embassy.

The introductory paragraph focuses on Poland's collusion with the USSR over Czechoslovakia;  the paragraph which follows introduces Canada as its subject.  These sovereign entities are in no way related, making this a kind of "apples and oranges" scenario.  I see nothing illogical except perhaps framing & posting  this query in the Logically Fallacious forum?  I find it curious that so many non-fallacious questions do come to be posted here...

Without the context for considering the Russian embassy's press release to be a "response", I don't see a fallacy.  Without that context, it's not even a response, just a statement.

If the context is considered, the fallacies of the response seem to be non-sequitur and appeal to emotions ( argumentum ad misericordiam )

Not sure whether to cite the categories appropriate to my rewording of the question. so my initial point of "no fallacies" applies imo to the question as asked (Cat 1) and the others are for the reworded question.

Their response is simply irrelevant to the point and a red herring.
