Original Question

If the letter was mailed certified RRR but an envelope you received has only a postmark and not certified and the RR is lost what can be logically argued? What is the most reasonable conclusion?

What does RRR mean in this context? I figure RR is Return Receipt.

It's not a problem in logic or reasoning unless some ludicrous cause is assigned to the error, such as: 'aliens, God, or Jesus ate my homework' at which point we're into more of the cognitive, conspiratorial, or teleological biases (agency), or perhaps one of the numerous informal paralogical fallacies - but even that would be stretching it.  The most reasonable conclusion would be to assume the mixup was clerical.
