2I agree with skips in that the person who wrote the quote is just repeating information from the Congressional Budget Office. This is either true or false (i.e., the Congressional Budget Office either said that or not). No fallacy.

Ooops... The quote isn't fallacious be cause they merely repeat what the committee says. Whether the effect is actually what will happen or the cause is actually what the committee says it is might be a questionable cause fallacy if it isn't true and it is just a political opinion being forwarded as a cause and effect.
