No. It is more of an ideology.

I don't understand the premises for the question asked.

No fallacy, just a belief system. 

Depending on the claims made and how they are structured, exceptionalism could lead to a number of fallacies/valid arguments, but for now, no argument is presented, therefore, no fallacies.
