Depends is what is meant by each, since these are not formal fallacies with authoritative definitions. If you ask me, (which you did) I would use the term Hasty Generalization rather than either of these, to mean: Drawing a conclusion based on a small sample size, rather than looking at statistics that are much more in line with the typical or average situation.
