Being afraid is just asserted, citation required. Same for the claim of what he said. If you could demonstrate this claim somehow there are probably many other factors which go into such a serious and significant decision and reducing it to a single cause  is causal reductionism.

I don't know what the fallacy is called, but he is making a fallacy by assuming that Obama's personal opinions on striking Syria mean that Russia is stronger. It could mean that, but not necessarily. Obama could just feel like not attacking Syria, even though his army could be stronger.
