What fallacy is this: a solution is presented, suggesting that a problem exists?

Original Question
I'm trying to figure out what logical fallacy is invoked when a solution is introduced, which immediately implying that a problem must exist. Like how instant rice suggests some level of technical difficulty to rice boiling. Or pre-made pie crust suggests that pie crust is hard.
