Original Question
(Insert Name), would you give the public an apology for lying about what you said?

Begging the question (assuming it is not agreed that he lie about what was said).
It's a loaded question (pseudo-logical) fallacy because as it begs for an apology it assumes the person was lying. If s/he says yes it confirms
s/he was lying. If s/he says no it suggests s/he is an unapologetic liar.
